Welcome to Sagip Tahanan’s introductory guide to the Strong Families Program (STP21)! This program is centered around the Strengthening Families Framework, a research-informed approach designed to prevent child abuse and neglect by focusing on enhancing family strengths and overall well-being.
What is the Strengthening Families Framework?
The Strengthening Families Framework is a strength-based approach that helps families, programs, and communities increase family strengths, enhance child development, and reduce the likelihood of child abuse and neglect. It shifts the focus from what’s wrong to what’s strong, encouraging the development of protective factors to keep families thriving.
The Five Protective Factors
This framework is built upon five protective factors that are essential for family success:
- Parental Resilience: The ability to cope with and bounce back from challenges.
- Social Connections: Having friends, family, and community members for emotional and practical support.
- Knowledge of Parenting and Child Development: Understanding how children grow and develop, and having appropriate expectations.
- Concrete Support in Times of Need: Access to basic needs and services during challenging times.
- Social and Emotional Competence of Children: A child’s ability to communicate, regulate emotions, and interact positively with others.
How Does It Work?
The Strengthening Families Framework emphasizes building protective factors to fortify families. It benefits all families, not just those experiencing stress, and can be implemented through small but significant changes in everyday actions. By focusing on these strengths, we create environments where children can thrive and families can flourish.
Implementing the Framework
The Strengthening Families Framework can be integrated into various programs, agencies, and community initiatives. Key implementation functions include:
- Building an infrastructure to advance and sustain the work.
- Building parent partnerships.
- Deepening knowledge and understanding of a protective factors approach.
- Shifting practice, policies, and systems toward a protective factors approach.
- Ensuring accountability.

Relationship to the HOPE Framework
The Strengthening Families Framework overlaps with the HOPE framework, which focuses on positive childhood experiences. Both frameworks can be used together to promote healthy development and well-being for children and families, creating a comprehensive approach to family support.
