Charter of CLUB YELLOW TOPS
The Internet Computer Club of Global Frontiers Institute
Preamble
Recognizing the transformative power of technology and the vital role of youth in community development, we, the members of CLUB YELLOW TOPS, establish this charter to guide our mission, vision, and activities. As the Internet Computer Club of Global Frontiers Institute (GFI), we commit to leveraging our digital skills to advance Project TAPACAN, APIHEP ONLINE, and BZP101 BLUE ZONE PROJECT::PHILIPPINES, in collaboration with SLA ONLINE, POAGFI ONLINE, and ECS300 OPEN UNIVERSITY SYSTEM.
Article I: Name
The name of this organization shall be CLUB YELLOW TOPS, also known as the Internet Computer Club of Global Frontiers Institute.
Article II: Mission
The mission of CLUB YELLOW TOPS is to empower youth with digital literacy, foster innovation, and promote community wellness through technology-driven initiatives aligned with the goals of Project TAPACAN, APIHEP ONLINE, and BZP101 BLUE ZONE PROJECT::PHILIPPINES.
Article III: Vision
CLUB YELLOW TOPS envisions a Philippines where every barangay is equipped with the digital tools and skills necessary to build healthy, resilient, and thriving communities.
Article IV: Objectives
To achieve our mission, CLUB YELLOW TOPS shall:
- Digital Literacy Training: Provide comprehensive digital literacy training to youth and community members through workshops, online courses, and mentorship programs.
- Online Volunteer Formation: Facilitate the online formation and on-site activation of volunteer groups and support organizations for Project TAPACAN, APIHEP ONLINE, and BZP101 BLUE ZONE PROJECT::PHILIPPINES.
- Website and App Development: Design and maintain user-friendly websites, mobile apps, and online platforms to support the initiatives of GFI, SLA ONLINE, POAGFI ONLINE, and ECS300 OPEN UNIVERSITY SYSTEM.
- Social Media Advocacy: Utilize social media to raise awareness about the dangers of cigarettes, alcohol, and narcotics, promote healthy lifestyles, and disseminate information about APIHEP ONLINE and BZP101 BLUE ZONE PROJECT::PHILIPPINES.
- E-Learning Support: Assist in the development and delivery of online courses and educational materials for SLA ONLINE, POAGFI ONLINE, and ECS300 OPEN UNIVERSITY SYSTEM.
- Technology Integration: Integrate technology into the K-12 Tutorial Groups, Professional Development Societies, and E-Learning Communities of SLA ONLINE to enhance learning outcomes and promote digital inclusion.
- Community Outreach: Conduct community outreach programs to provide technology assistance to schools, libraries, and community centers in underserved areas.
- Partnership Building: Collaborate with local government units, non-governmental organizations, and private sector partners to expand the reach and impact of our initiatives.
- Innovation and Research: Encourage innovation and research in the field of technology to develop new solutions for addressing community challenges.
- Ethical Conduct: Uphold the highest standards of ethical conduct in all our activities, promoting responsible use of technology and respect for intellectual property rights.
Article V: Membership
- Eligibility: Membership in CLUB YELLOW TOPS shall be open to all students and alumni of Global Frontiers Institute, SLA ONLINE, POAGFI ONLINE, and ECS300 OPEN UNIVERSITY SYSTEM who share our mission and vision.
- Categories: There shall be two categories of membership: Active Members and Associate Members.
- Active Members: Individuals who actively participate in club activities and projects.
- Associate Members: Individuals who support the club’s mission but may not be able to actively participate due to other commitments.
- Application: Interested individuals shall submit an application form to the club’s Membership Committee.
- Acceptance: The Membership Committee shall review all applications and make recommendations to the club’s Executive Board for approval.
- Rights and Responsibilities: All members shall have the right to participate in club activities, attend meetings, and vote on club matters. Members shall also have the responsibility to uphold the club’s charter, promote its mission, and contribute to its success.
Article VI: Governance
- Executive Board: The governing body of CLUB YELLOW TOPS shall be the Executive Board, which shall consist of the following officers:
- President
- Vice President
- Secretary
- Treasurer
- Public Relations Officer
- Election: The Executive Board shall be elected by the Active Members of the club at the Annual General Meeting.
- Terms of Office: The term of office for each member of the Executive Board shall be one year.
- Responsibilities: The Executive Board shall be responsible for:
- Setting the strategic direction of the club
- Overseeing the implementation of club projects and activities
- Managing the club’s finances
- Representing the club to external stakeholders
- Committees: The Executive Board may establish committees to assist in the implementation of club projects and activities.
Article VII: Meetings
- Regular Meetings: The club shall hold regular meetings at least once a month to discuss club business, plan activities, and provide updates to members.
- Annual General Meeting: The club shall hold an Annual General Meeting (AGM) to elect the Executive Board, review the club’s financial performance, and discuss the club’s strategic direction.
- Special Meetings: Special meetings may be called by the President or by a majority vote of the Executive Board.
- Quorum: A quorum of 50% of the Active Members shall be required for all meetings.
Article VIII: Finances
- Funding Sources: The club’s funding sources may include membership fees, donations, grants, and fundraising activities.
- Financial Management: The club’s finances shall be managed by the Treasurer, who shall be responsible for maintaining accurate financial records and preparing financial reports.
- Budget: The Executive Board shall approve an annual budget for the club.
- Auditing: The club’s finances shall be audited annually by an independent auditor.
Article IX: Amendments
This charter may be amended by a two-thirds vote of the Active Members present at a meeting called for that purpose.
Article X: Dissolution
In the event of the dissolution of CLUB YELLOW TOPS, all assets of the club shall be donated to a charitable organization with similar objectives, as determined by the Executive Board.
Ratification
This Charter is hereby ratified by the founding members of CLUB YELLOW TOPS on this 24th day of September, 2025.
