1. Preamble
This charter establishes the purpose, principles, and operational framework for CLUB YELLOW TOPS – The Internet Computer Club of Global Frontiers Institute (hereinafter referred to as “CLUB YELLOW TOPS”). Recognizing the transformative power of digital literacy in today’s interconnected world, CLUB YELLOW TOPS is committed to empowering individuals with the skills and knowledge necessary to thrive in the digital age, fostering innovation, and promoting responsible digital citizenship. This charter is created in conjunction with ACTION PLAN 2025 to focus on the digital literacy mission of CLUB YELLOW TOPS.
2. Mission
The mission of CLUB YELLOW TOPS is to:
- Enhance Digital Literacy: Provide accessible and engaging programs to enhance the digital literacy skills of students, teachers, and parents nationwide and beyond.
- Promote Innovation: Foster a culture of innovation and creativity in the use of digital technologies.
- Cultivate Digital Citizenship: Encourage responsible, ethical, and safe online behavior.
- Support Health & Wellness Initiatives: Integrate digital literacy initiatives to support key programs such as Project TAPACAN, APIHEP ONLINE, and BZP101, promoting health education and wellness.
- Reach Diverse Audiences: Ensure the programs are relevant for all members and segments.
3. Values
CLUB YELLOW TOPS is guided by the following core values:

CLUB YELLOW TOPS will achieve its mission by pursuing the following objectives, as detailed in ACTION PLAN 2025:
- Implement a Free Membership Program: Launch and sustain a free membership program to attract and engage a broad audience.
- Develop Comprehensive Curriculum: Create and deliver a comprehensive digital literacy curriculum tailored to different age groups and educational levels.
- Provide Teacher Training: Offer professional development opportunities for teachers to enhance their digital skills and pedagogical approaches.
- Build Strategic Partnerships: Establish partnerships with schools, educational institutions, and community organizations to expand program reach.
- Create Engaging Content: Develop and curate high-quality digital literacy content, including tutorials, articles, and interactive challenges.
- Promote Online Safety: Provide resources and training to promote online safety, privacy, and responsible digital citizenship.
- Promote the goals of Project TAPACAN, APIHEP ONLINE, and BZP101: Create a marketing and promotion strategy that highlights the value that supports the organization.
- Implement Measurable Metrics: Implement measurable metrics, aligned to the mission, values, objectives that are easy to understand for the organization to measure.
5. Membership
- Membership in CLUB YELLOW TOPS is open to students, teachers, parents, and individuals interested in promoting digital literacy.

- All members are expected to uphold the values of the organization and abide by its code of conduct.
6. Governance
- CLUB YELLOW TOPS will be governed by a Board of Directors, which will be responsible for setting the strategic direction of the organization and overseeing its operations.
- The Board of Directors will consist of [Number] members, including representatives from [Stakeholder Groups, e.g., Global Frontiers Institute, teachers, students, community partners].

10. Authority
By accepting the charter, CLUB YELLOW TOPS will have legal authority to implement, amend and refine their operations in the pursuit of making the mission, values and objectives a reality for all parties involved.
